Hackney Council are deliberately being obstructive in not scanning the “Trotter Report” by JK Barratt for release, free, under FOI. They say they will sell one copy for £75. They ignore requests to release the Report as a moral and ethical duty and not under FOI Act.
They will not inform the British Library who owns the Barratt Report copyright so that the British Library cannot now sell it for a less extortionate £35. Hackney are refusing to give a reply that complies with the FOI act on the copyright issue and are refusing to instigate an internal review, which they are required to do by law.
