This week  the Home Office quietly announced a new definition of child sexual exploitation which will be used by all practitioners in the field – from the police and social workers to voluntary organisations and charities.

The decision was overshadowed by an announcement that the Government was spending an extra £40m tackling child sex abuse.

It included the launch of a new Centre of Expertise on child sexual abuse, an extra £20 million for the National Crime Agency to tackle online child sexual exploitation, £2.2 million for organisations working to protect children at risk of trafficking and the launch of Independent Child Trafficking Advocates (ICTAs) in 3 early-adopter sites across the UK.

The latter service will initially be provided by Barnardo’s in Wales, Hampshire and Greater Manchester ahead of a full national roll out.

One of David Cameron’s  legacies from his  ” Big Society ” initiative is the creation of a National Citizen Service for 15 to 17 year olds where they could go to summer camps.take part in adventurous sports like rock climbing and kayaking  and undertake community work and local projects for four weeks.

He bequeathed Theresa May with a bill setting up a national trust with a Royal Charter so it could be implemented nationwide. So enamoured was David Cameron with the idea  he has agreed to be chair of the patrons of the new trust.

But since Theresa May took office it has suffered two body blows. She has limited the money and dropped a commitment to a statutory requirement for schools and colleges to publicise it. None of this…

Late last year this blog featured the case of  57 year old Markus Caruana,  who works in corporate communications at the Birmingham office of the Equality and Human Rights Commission.To recap

He is a former flute player in the Corps of Drums with the Grenadier Guards.

Markus Caruana was unfortunate enough to have been both at the Guildford pub bombings in 1974 and the Chelsea Barracks bombing in 1981 which seriously injured regimental bandsmen from the Irish Guards.

He escaped unscathed in both instances but saw three of his friends killed in an IRA attack in Crossmaglen in Northern Ireland.

For many at Shirley Oaks a home was all they had ever wanted.

In just 2 years survivors of child abuse from Shirley Oaks have formed a group 700 strong, and researched, written and released a hard hitting 130 page interim report. The report authoritatively tells for the first time, the truth about what happened in and around Shirley Oaks 1950 to 1983.

Redaction

Some court reports have had victims names redacted and some assault details redacted.

This is a difficult balance –  normally I would think that  I should not “censor” details but on consultation with various people I have taken the decision to redact. This is mainly to protect victims, their friends and relatives from unnecessary detail and to stop the gratification of those who seek salacious details.

In addition to the obvious “victims redaction” to protect victims details, there may also be “assault redaction” across most of the spectrum of abuse. The assaults are left in the charges, but mainly redacted when repeated with reference to the individual. I have also redacted unnecessary detail of assaults.

Standards at the tax office: A damning indictment from professional people who should know

This blog has covered serious complaints about the way Her Majesty’s Customs and  Excise is being managed – the latest being the revelations from the National Audit Office on plans to make 38,000 staff commute for hours to 13 new regional offices and close 170 existing ones.

Some of the strongest complaints have come from the staff and the main union, the Public and Commercial Services Union, which has been highly critical of government cuts. People might say, well, unions would complain, as they have duty to save jobs and how much notice should we take of this.

So it is extremely interesting  that the Institute of Chartered Accountants in England and Wales, which represents some 147,000 professional people, has produced such a damning survey on what they think about HMRC’s services.

The worst fears of many about a Trump presidency are coming to fruition, especially with the implementation of the federal orders banning entry to anyone from born in one of seven Muslim countries (though not the worst, like Saudi Arabia or some of the Gulf states, with strong business links), or who holds dual nationality. Not to mention the ongoing plans for the Mexican Wall. And Britain’s excuse for a Prime Minister has offered Trump a full state visit, before tootling off to sign a lucrative arms deal with another dictator, President Erdoğan of Turkey. And I think to myself, what a wonderful world…..

But getting angry may not achieve anything, least of all convince the millions of Americans who strongly support Trump’s actions, and previously have shown ferocious support for capital punishment, horrendous rates of incarceration of those convicted of petty offences, an insane gun culture which causes annually over…
